The good news is, the cheaper the legendary card is, the more likely you are to hit it with Jodah's pseudo-cascade trigger before you draw it. This may be obvious, but just for the record: while it's not ideal, you absolutely can cast your cheap legendary cards with Jodah in play, you'd just rather have them in your deck instead. I don't think you're really fully utilizing his abilities. That being said, with the way you've currently built the deck I can see why he could be underperforming.
